SB 1040 is not about telehealth! It is about how veterinarians establish a veterinarian-client-patient relationship (VCPR). A VCPR allows veterinarians to legally prescribe prescription drugs to their patients. Currently, under federal and state law, a veterinarian must have physically examined a patient within the past year to initiate treatment and prescribe medications.
This bill removes any state examination requirement.
Animals age much faster than humans and they instinctively hide their illnesses. Like human infants, pets cannot speak to tell us where it hurts. The American Academy of Pediatrics and the American Telehealth Association recommend telehealth should not be used in children under two years of age unless they already have an in-person relationship with the provider.
